How do I create a query runtime parameter and how do I create a "pick list" of values to choose from?

A customer asked, how you can create a runtime query parameter using the Query builder that includes a default value and filter label, and how to apply this runtime filter on a dashboard/widget?

Also, how can you create a "pick list" of values from another dataset, that can be used as the filter values you select from?
